How Volodymyr Zelenskyy’s power grab sparked his biggest political crisis

The hasty manoeuvres to bring the anti-corruption bodies under the oversight of prosecutor-general Ruslan Kravchenko, a Zelenskyy appointee, were set in motion over the weekend by the president and his powerful chief of staff, Andriy Yermak, according to several lawmakers and western diplomats familiar with the matter. 

The rush appears to have been sparked by investigations into members of Zelenskyy’s circle and the president’s desire to further consolidate control over powerful institutions during wartime. 

Several officials close to Zelenskyy said it seemed at least in part in response to a criminal case opened by NABU against the president’s close ally and former deputy prime minister Oleksiy Chernyshov, who was charged with abuse of power and illegal enrichment last month.

The new law came just over a week after Zelenskyy and senior aides launched raids on prominent critics and activists, leading to accusations that wartime powers were being used to marginalise opponents, silence civil society and tighten control over state institutions. That followed sanctions earlier this year targeting high-profile figures, including former president Petro Poroshenko.

Two MPs who asked not to be named, including one from the president’s own party, likened the legislation to the so-called dictatorship law pushed through parliament by a show of hands in January 2014. That gave the then pro-Russian president Viktor Yanukovych extraordinary powers to crack down on Euromaidan protesters, sparking weeks of bloodshed. 

While Zelenskyy has methodically consolidated power since he was elected in 2019 through several government reshuffles, the move against Nabu is seen as a departure from the president’s early position on the law enforcement agencies’ independence.

Sjefen for SBU, Vasily Malyuk, fortalte på tirsdag om en hendelse fra mai hvor NABU bl.a. gjennomsøkte hjemmet (eller kontoret?) til sjefen for Nasjonalgarden, Oleksandr Pivnenko, med flere. Pivnenko var angivelig ikke mistenkt for noe (så vidt jeg forstår), men SAPO raidene/søkene førte at 6 personer ble avløst fra sin stilling, bl.a. nestkommandere Oleksandr Bilous.

President Zelenskyy’s right-hand man is fuelling concerns over creeping authoritarianism

Andriy Yermak is not Ukraine’s president. But he often acts like one.

Yermak’s own role has been described in myriad ways by those who’ve observed him — from Zelenskyy’s right-hand man to Ukraine’s de facto vice-president. But, his allies and critics agree, almost nothing happens in Ukraine without his knowledge and approval. Nobody gets to the president without going through him.

But his judgment has been called into question by many observers, including those close to him. It was Yermak who, against the advice of US and Ukrainian officials, pushed for an Oval Office meeting with Donald Trump in February, as Kyiv sought American backing and a minerals deal. The fiasco that followed nearly upended relations between the two countries, and was seen as evidence of Yermak’s overconfidence.

Yermak has come to personify a debate roiling the country, over whether centralised powers imposed by the wartime administration might cripple Ukraine’s democratic future once the war ends. For many Ukrainians, he is a symbol of an old order they are desperate to leave behind. This week, Zelenskyy faced the most serious domestic challenge of his presidency, after a sweeping move to sideline Ukraine’s independent anti-corruption bodies sparked the first major mass protests since the start of the war. There were chants of “Yermak out” and “Fuck Yermak” among the crowds of thousands gathered in Kyiv.

In interviews with more than 40 people, including current and former Ukrainian officials, western diplomats in Kyiv and officials from European governments and Washington who have dealt directly with Yermak, I was frequently told that he wields as much influence as Zelenskyy, perhaps more. To detractors, Yermak is an unelected tsar amassing boundless power — eroding the democratic checks and balances that Kyiv has implemented since its Euromaidan revolution in 2014. He draws up lists of domestic political enemies for Ukraine’s National Security and Defence Council to sanction. He has been accused of manipulating judicial investigations to discredit his rivals and stalling anti-corruption inquiries. He is said to orchestrate black ops, spreading leaks and rumours via anonymous channels on Telegram. “His aim is to centralise everything in a post-Soviet style of rule that resembles something not so different from autocracy,” said one person who worked closely with Yermak in the president’s office.

Last week, one of Yermak’s close allies, Yulia Svyrydenko, was appointed Ukraine’s new prime minister — a move widely reported as evidence of his growing hold over Zelenskyy. A western ambassador described Yermak’s role bluntly: “He’s the president, the prime minister, the foreign minister . . . all the ministers put together.” One Ukrainian minister warned me that few inside the government would dare talk about Yermak on the record — a prediction that turned out to be true.
“Everyone’s future and fortunes,” he said, “are determined by Andriy Yermak.”

Chinese-made engines are being covertly shipped via front companies to a state-owned drone manufacturer in Russia, labelled as "industrial refrigeration units" to avoid detection in the wake of Western sanctions, according to three European security officials and documents reviewed by Reuters.

Ukrainas president Volodymyr Zelensky sier torsdag at han har godkjent et lovforslag som har som mål å bevare uavhengigheten til antikorrupsjonsorganene, skiver Reuters.

Onsdag kveld sa presidenten at han ville fremme et nytt lovforslag for parlamentet og forpliktet seg til å bevare uavhengigheten til antikorrupsjonsorganene.

Tirsdag godkjente Zelenskyj en ny lov som ga Ukrainas riksadvokat økt myndighet over etterforskninger og saker som håndteres av antikorrupsjonsetatene Nabu og Sapo.

Både EU og UD har kritisert presidentens nye lovforslag.

Både tirsdag og onsdag kveld var det store protester mot den nye loven i Ukraina.

Men er dette godt nok?
