In favor—262 votes, against—159. The bill now heads to President Trump for his signature. Sen. Darline Graham Nordone, sister of the late Lindsey Graham, is confident that Trump will sign the law. The revised bill, the "Lindsey O. Graham Sanctioning Russia Act of 2026," was introduced on July 16, 2026 with key changes: instead of a blanket 500% tariff on any country buying Russian oil or gas, it now gives the president authority to impose tariffs of up to 100% specifically on the top five countries that import Russian oil and natural gas (with exceptions for countries importing under 15% of their gas from Russia and reducing that share). The legislation also targets Russia’s shadow fleet. It also added sanctions related to the abduction of Ukrainian children and expanded sanctions on Iran.
